Template defining a fast argument type for objects of type T.

fast_argument<T>::type equals either "const T &" or "T". fast_argument<T>::is_reference is true iff fast_argument<T>::type is a reference. If fast_argument<T>::is_reference is true, then fast_argument<T>::enable_rvalue_reference is a typedef to void; otherwise it is not defined.
